In late July 2026, President Volodymyr Zelensky warned of Russia’s deepening reliance on North Korea, Iran, and China. On 25 July, Ukrainian long-range drones struck an Iranian-flagged merchant vessel and a Russian ship in the Caspian Sea, killing one sailor. While Iran initially prepared a missile strike against three strategic targets in Ukraine, Tehran stood down following diplomatic mediation and an apology from Kyiv. A second wave of attacks on 3 August targeted several cargo ships, including a vessel Iran claims flew its commercial flag. This strike killed one sailor and prompted Iran’s foreign minister, Abbas Araghchi, to condemn the raid as a ‘clear violation of the UN Charter’ allegedly carried out at Israel’s request. A subsequent strike on 7 August against an Iranian commercial vessel was viewed by researchers as an attempt to demonstrate Ukraine’s strategic relevance to the United States ahead of Zelensky’s planned Washington visit, potentially to secure ballistic-missile-defence aid. Iranian spokesperson Esmail Baghaei condemned the attack and warned that Tehran would hold Kyiv accountable. Reports based on European government documents and Western officials indicate Russia is utilizing the Caspian Sea to supply Iran with TNT, ammunition, drone components, and materials for ballistic missile production. Using more than two dozen vessels, including those allegedly operated by the sanctioned company MG-FLOT, Russia is reportedly bypassing Western naval surveillance to replenish Iranian stockpiles depleted by US and Israeli airstrikes. Analysts suggest this reliance indicates that recent strikes have successfully degraded Iran’s domestic manufacturing capacity. Furthermore, reports suggest Moscow has provided intelligence and guidance to assist Tehran in targeting US forces in the region.
