In Sacramento County, 38-year-old Shalini Thakur was shot and killed outside a Panera Bread shopping center after being chased by 22-year-old Rohit Rohit. Rohit, an undocumented immigrant from India who entered the U.S. through Arizona in 2023, had allegedly been stalking Thakur since January 2026. His methods included using an AirTag to track her vehicle, deflating tires, and entering her residence using a copied key while she slept. Although Thakur obtained a restraining order in May, investigators noted suspected violations during the summer, including a reported incident in July. The Sacramento County Sheriff’s Office noted that while deputies had probable cause to arrest Rohit following the violation, they were unable to locate him at the time. Following the fatal shooting on September 8, Rohit fled and engaged in a pursuit that ended in a standoff on Highway 50, where he died from an apparent self-inflicted gunshot wound. The Sacramento County Sheriff’s Office noted that while deputies had probable cause to arrest Rohit following a reported restraining order violation, they were unable to locate him at the time of the report. Federal prosecutors and the Department of Homeland Security have highlighted that California’s sanctuary laws, specifically Senate Bill 54, limited the ability of local law enforcement to coordinate with immigration officials regarding the suspect. The incident has sparked renewed debate over state policies that restrict cooperation between local police and federal immigration authorities. A DHS spokesperson previously commented that “This tragedy would have been completely avoided if it weren’t for the Biden administration RELEASING this killer into our country.”
