Concerns have been raised regarding urban expansion in Saltillo, Coahuila, encroaching upon the Sierra de Zapalinamé natural area. Specialist Lorenzo López Barbosa has warned that insufficient environmental surveillance, urban planning, and citizen participation have failed to contain pressure on the mountain. He noted that budget shortages and a 2008 modification to the protection decree, which reduced the boundaries of the protected area, have contributed to the loss of vegetation and the advancement of housing developments. In response, Mayor Javier Díaz González, with support from Governor Manolo Jiménez Salinas, has launched the Municipal Arborization Plan 2025-2040. This long-term policy aims to strengthen tree care and expand green spaces through regulated urban forestry. To enrich the plan, a citizen workshop was held to gather proposals from specialists, universities, civil society, and government institutions. Emmanuel Olache Valdés, Director of Environment and Sustainable Development, emphasized that the objective is to ensure strategic placement, proper species selection, and long-term maintenance rather than just increasing tree counts. Alberto Salinas de las Fuentes, director of Implan Saltillo, noted that efforts will be supported by a Field Capture and Monitoring System. Additionally, the ‘Activa Tu Parque’ program has been introduced to encourage local businesses to contribute labor and resources to the maintenance of public spaces like plazas and boulevards. Since March 2025, this initiative has planted approximately 35,000 trees, with reforestation efforts continuing through the 2026 rainy season. Saltillo continues to implement this urban reforestation program, inviting local businesses to participate in planting trees to improve urban quality of life.
