Santa Catarina special education and social protection
Overview
The government of Santa Catarina, led by Governor Jorginho Mello, has established the ‘Gente Especial’ program to support special education and social inclusion. The initiative utilizes five-year partnership agreements with 244 specialized institutions to serve approximately 32,000 students, ranging from infants to the elderly.
Financial projections for the program total R$ 1.6 billion over five years. Annual state transfers are expected to rise from R$ 243.4 million in 2023 to R$ 339.5 million in 2025, reaching a projected R$ 376.3 million in 2026.
In addition to the education program, the state has introduced a social protection model for 144 small municipalities with fewer than 20,000 inhabitants. Supported by a R$ 20 million investment, this model funds psychologists and social workers to assist victims of abuse and abandonment in areas lacking local specialized centers.
