Santiago urban sanitation project land dispute
Overview
Urban sanitation and beautification works in the Nueva York Chiquito area along the Yaque del Norte river in Santiago have been temporarily halted. The project, intended to create a linear park and recreational space through a partnership between the Santiago Mayor’s Office and the construction company Ecosisa, is currently stalled due to a legal dispute over land ownership.
Inmobiliaria Avenida Duarte S.R.L. has filed legal claims asserting ownership of roughly 134,428 square meters of the land via a ‘carta constancia.’ Ervin Vargas, an urbanism and environmental advisor to the Mayor, stated that construction must cease until a judicial hearing is completed. Vargas has questioned the validity of the claim, noting the land was previously declared for public utility during the administration of former President Joaquín Balaguer and arguing that the claimant’s documentation lacks precise coordinates.
