Saudi Arabia regional energy cooperation agreements

Overview

Saudi Arabia has entered into multiple energy cooperation agreements with regional partners. On October 12, 2026, Saudi Arabia and Qatar signed a memorandum of understanding in Riyadh to enhance cooperation across sectors including oil, natural gas, renewables, clean hydrogen, and energy storage. The agreement specifically emphasizes sustainability through joint efforts in carbon capture and emission reduction technologies.

Following this, on October 13, 2026, Saudi Arabia signed a similar memorandum of cooperation with Cyprus. This agreement also covers oil, natural gas, and renewable energy, while expanding into digital transformation and the cybersecurity of energy infrastructure.

On October 15, 2026, during the 17th International Energy Forum Ministerial Meeting in Riyadh, Saudi Arabia signed further memorandums with Qatar and Egypt. The updated agreement with Qatar expands the previous framework to include upstream and downstream cooperation in petrochemicals and electricity infrastructure, alongside continued focus on the energy transition and climate change mitigation.

The new pact with Egypt focuses on expanding petroleum trade, strengthening supply security, and developing joint petrochemical investments. This cooperation involves the trading, transporting, storing, and distributing of hydrocarbons, as well as the development of logistics facilities. By integrating Saudi hydrocarbon resources and investment capacity with Egypt’s refining facilities and industrial workforce, the agreement seeks to reduce import dependence and increase high-value exports in sectors such as polymers, fertilizers, and industrial chemicals.
