Saudi Arabia, Turkey, and Pakistan have formalized a trilateral defense pact known as the Makkah Joint Defense Agreement. The agreement establishes a collective defense principle where an armed attack against one signatory is treated as an attack against all three. Key components of the pact include intelligence sharing, joint military training, and cooperation within the defense industry to decrease reliance on foreign suppliers. The alliance will be managed by a secretariat and a ministerial committee based in Saudi Arabia. Finalized by Crown Prince Mohammed bin Salman, President Recep Tayyip Erdogan, and Prime Minister Shehbaz Sharif, the pact seeks to leverage Saudi Arabia’s economic resources, Turkey’s military and defense industry, and Pakistan’s military experience and nuclear status. Analysts suggest the agreement represents a strategic shift toward regional security self-reliance and a move away from sole dependence on the United States. While officials maintain the agreement is purely defensive and aligns with Article 51 of the UN Charter, the pact has drawn warnings from Iranian officials regarding potential regional miscalculations. Turkish Foreign Minister Hakan Fidan has compared the alliance's mutual defense principle to Article 5 of the NATO charter, reiterating that it is not directed at any specific nation. Turkey has identified Egypt as a "natural partner" for potential future membership, pending the resolution of certain technical issues. Pakistan's Foreign Minister Ishaq Dar has indicated the agreement remains open to other regional nations that commit to peaceful dispute resolution.
