Overview
Saudi Arabia, Turkey, and Pakistan have entered into a trilateral mutual defense agreement known as the “Mecca Joint Defence Agreement” or “Mecca Defense Pact”. The pact establishes a collective deterrence framework where an armed attack against one signatory is treated as an attack against all members, a provision compared to NATO’s Article 5.
The alliance integrates the strategic assets of the three nations: Saudi Arabian financial and energy resources, Turkish defense technology and industrial capacity, and Pakistan’s military manpower and nuclear arsenal. Cooperation includes intelligence sharing, maritime surveillance, and research and development, with specific provisions for technology transfers and the installation of air defense systems in Saudi Arabia.
While the agreement aims to create a regional security architecture that reduces dependence on the United States, U.S. President Donald Trump has described the pact as a “bold and significant first step,” aligning with Washington’s goal of encouraging regional allies to assume more defense responsibilities. Turkish President Recep Tayyip Erdogan has indicated the alliance may be open to expansion, potentially including Egypt.
