The Saudi Shura Council has continued its legislative and social policy activities, focusing on economic diversification and social inclusion. During the opening of the ninth session’s third year, Crown Prince Mohammed bin Salman delivered the annual Royal Speech on behalf of King Salman bin Abdulaziz, reporting significant progress toward Saudi Vision 2030. In the most recent address, the Crown Prince highlighted that 93% of Saudi Vision 2030 targets have been achieved. Key economic metrics cited included a 155% increase in non-oil exports since 2016 and the private sector’s contribution to the economy rising to 51%. To bolster technological leadership, the Crown Prince announced that 2026 will be designated as the ‘Year of Artificial Intelligence’. On social and security fronts, the speech prioritized investments in health, education, and housing reforms aimed at increasing homeownership. The Crown Prince also asserted the Kingdom's military and human capabilities to deter threats to national stability. On the international stage, the speech reaffirmed Saudi Arabia's commitment to regional stability, specifically regarding issues in Palestine, Sudan, and Yemen. In response to these economic shifts, the Council issued recommendations regarding human resource development. This included a call for the Human Resources Development Fund (HADAF) to implement a “Saudi workforce readiness index” to better align local talent with labor market demands, alongside a request for a national framework to measure the impact of training and employment programs. Following the Royal Speech, Shura Council Secretary-General Mohammed bin Dakhil Al-Mutairi praised the address, stating it serves as a “roadmap for the Council.” He noted that the speech provides guidance to enhance institutional performance, improve government agency efficiency, and accelerate national development.
