The Center for Technical Operational and Telecommunications (C.T.O.T.) managed the interception of phone calls and international mail. Declassified documents from September 1988 show the State Security Department (DSS) employed 14,629 personnel, including specialized units for street observation, eavesdropping, and mail control.

Archives further detail the regime’s efforts to suppress foreign influence. During the 1980s, monitoring citizens for listening to ‘Radio Free Europe’ was common. In Mureș County, authorities targeted youths for discussing Western broadcasts, using ‘counter-intelligence preparation’ in schools to label such news as ‘harmful influences’.

Records also document a period of mass emigration between 1987 and 1989. While 47,132 requests for departure to West Germany were filed, a significant backlog of nearly 89,000 applications remained pending by September 1989. Many citizens, primarily ethnic Germans and Hungarians, attempted to bypass restrictions through illegal methods, such as clandestine border crossings or remaining abroad after sanctioned trips. In Satu Mare County, over 2,300 people applied to emigrate, with ethnic Germans accounting for more than three-quarters of those requests.
