The Dominican Republic is investigating a corruption network involving the National Health Insurance (SENASA) that allegedly defrauded the state of between RD$15,000 million and RD$19,000 million through operations conducted between 2020 and 2025. The investigation, which utilized technical assistance from Microsoft to decrypt contracts, follows a special audit by the Cámara de Cuentas. On September 4, 2026, Judge Deiby Timoteo Peguero of the Seventh Instruction Court of the National District granted the Ministry of Public Prosecution a four-month extension to finalize findings and prepare a formal indictment. The court set a new deadline of December 11, noting that the case has been declared complex, which permits extended investigative periods under the Code of Criminal Procedure. This extension allows prosecutors, including Mirna Ortiz and Wilson Camacho, to complete witness interrogations and analyze approximately 15,000 pages of seized medical and financial documents, alongside reports from the Superintendency of Banks and the General Directorate of Internal Taxes (DGII). Mirna Ortiz, representing the Special Prosecutor's Office for the Prosecution of Administrative Corruption (PEPCA), noted that the investigation remains active and could potentially implicate additional individuals and entities. The case involves charges of conspiracy, embezzlement, bribery, money laundering, and the use of falsified documents. Key defendants include former SENASA director Santiago Marcelo F. Hazim Albainy, who remains under preventive detention, as well as Ada Ledesma, whose arrest warrant was maintained despite defense requests. During proceedings, the court rejected defense requests to replace pretrial detention with house arrest for several accused individuals. A defendant reportedly claimed that ‘corruption was the norm’ within the institution.
