Senegalese authorities have conducted various judicial operations and investigations targeting criminal activity and political violence. Initial investigations focused on organized crime and financial misconduct. In Saint-Louis, an individual was arrested for allegedly organizing illegal migration attempts, including a 2022 voyage that caused eleven deaths. Concurrently, authorities addressed large-scale commercial fraud involving the theft of food supplies and the embezzlement of public funds within the Ministry of Health. Subsequent judicial developments expanded to address political unrest and public order. In Dakar, a judicial inquiry was opened into crimes against humanity related to torture and inhumane treatment during unrest occurring between 2021 and 2024. In Mbour, police arrested individuals for participating in unauthorized cultural festivities and violating regulations regarding public outings. Recent legal proceedings in Dakar have reached significant milestones. Following a complaint by activist Pape Abdoulaye Touré regarding illegal kidnapping and torture in June 2023, the Dakar High Court issued its first indictments. Four suspects, including former security guards and an agent from the Dakar University Works Centre (COUD), face charges of criminal conspiracy and crimes against humanity. Three suspects were placed under judicial supervision, while a fourth COUD agent remains in pre-trial detention. The application of the ‘crimes against humanity’ qualification is notable as it allows prosecutors to bypass the amnesty law adopted in March 2024.
