Overview

Seoul is implementing various urban infrastructure and climate adaptation projects under the leadership of Mayor Oh Se-hoon.

In July 2026, the city allocated 3 billion KRW to begin a study for the “Gangbuk crossing underground highway,” a project intended to replace elevated highways with a 20.5 km tunnel to reduce congestion. This project, described by Mayor Oh as a “right to shaded walking,” will utilize trees, awnings, and canopies to connect residential areas with essential services, with pilot programs scheduled for 2026 and 2027.
