As Serbia prepares for parliamentary elections, focus has shifted from the role of election controllers to administrative decisions regarding overseas voting. Initially, emphasis was placed on the importance of election controllers in monitoring polling stations to prevent irregularities like duplicate voter lists, multiple voting, and vote buying. These observers are considered vital for maintaining electoral standards by reporting fraud and refusing to sign minutes when irregularities occur. Following these concerns, the Serbian Republic Election Commission (RIK) approved a decision to tie overseas voting hours to Central European Time for the October 25 elections. This measure requires polling stations abroad to operate between 7:00 and 20:00 CET, which may force citizens in regions such as the United States, Australia, and New Zealand to vote during late-night or early-morning hours. This decision follows the resignation of President Aleksandar Vucic, who is seeking to return to power as prime minister. Critics and some RIK members, including Ivan Šebek, have characterized the move as an attempt to obstruct the diaspora's right to vote. While officials, such as acting head of diplomacy Marko Đurić, have dismissed claims of voter suppression as a “potpuna laž” (complete lie), diaspora organizations have appealed to international bodies like the EU and OSCE. These groups cite concerns over the accessibility of the 93 designated polling stations, noting that many major cities in the US and Canada lack local stations, potentially forcing voters to travel thousands of kilometers. Despite these tensions, registration for overseas voting has reached record levels, with approximately 75,000 to 106,000 citizens applying to vote from abroad.
