Marking its 25th anniversary, the Shanghai Cooperation Organization (SCO) has evolved from a security-focused mechanism into a broad platform for economic and technological cooperation. During the 26th Meeting of the Council of Heads of State held in Bishkek, Kyrgyzstan, from August 31 to September 1, 2026, leaders from ten member states—including China, Russia, India, Iran, and Pakistan—addressed regional security, connectivity, and economic integration. The summit, which brought together 21 heads of state and government, concluded with the signing of the Bishkek Declaration and 28 separate agreements. Key outcomes include the establishment of a new Universal Center for countering security threats, measures to strengthen multilateral partnerships in nuclear safety and security, and the launch of a “green technological corridor” program intended to run through 2030. The declaration outlines a strategic roadmap for the next 25 years, focusing on deepening integration through initiatives such as the potential creation of an SCO development bank, advancements in artificial intelligence, and enhanced energy cooperation. Discussions also highlighted the need for expanded use of local currencies in trade. During the plenary session, Indian Prime Minister Narendra Modi emphasized the necessity of combating terrorism, stating that “there can be no place for double standards” and asserting that “terrorism can never be a strategic asset for anyone.” He called for dismantling the “entire ecosystem of terrorist financing, recruitment, radicalization and safe havens.” Chinese President Xi Jinping further emphasized the “irreversible trend toward a multipolar world.” On the sidelines of the summit, President Xi also proposed a four-point initiative for Middle East security, emphasizing sovereignty, development, and international coordination through the UN. Following the summit, Pakistan formally assumed the rotating chairmanship for the 2026–27 term under the theme “Turning Vision into Action: Connectivity, Innovation and Shared Prosperity,” succeeding Kyrgyzstan, with plans to host the 2027 summit in Islamabad. ~~Additionally, the organization reaffirmed its support for Iranian sovereignty following recent military attacks, though it did not offer collective defense guarantees.~~
