Sicilian regional employee career progression implementation and labor updates

The Sicilian regional government initiated a series of vertical career progressions for 832 eligible employees in Palermo. This administrative reorganization, supported by a shift from a deficit to a 7.36 billion euro surplus, included the promotion of 296 assistants to officials and 536 coadiutori to assistant profiles. However, the Department of Public Function subsequently suspended the signing of new contracts due to technical and IT issues. The administration also announced the revocation of previously signed contracts, requiring employees to re-formalize them at designated locations in provincial capitals. The Siad-Csa-Cisal union has responded by requesting paid leave for workers, stating that employees should not suffer consequences for “organizational and IT dysfunctions caused by the administration.” In a separate labor development, President Renato Schifani announced plans to stabilize 1,836 former PIP workers in Palermo. Following discussions with trade unions, the regional government intends to transition these workers to full-time status, increasing their weekly hours to 36 starting in 2027. To fund this initiative, which aims to resolve a 25-year labor dispute regarding job insecurity, the government plans to allocate approximately 39 million euros annually through the upcoming stability law. Regional Economy Assessor Alessandro Dagnino noted that the measure requires verified human resource needs, particularly within the cultural heritage sector.
