Sierra Leone fiscal management and budget planning

Overview

Sierra Leone is navigating fiscal challenges driven by rising domestic debt. The Budget Advocacy Network (BAN) has warned that the government is increasingly relying on domestic borrowing over international debt, which is restricting fiscal space for essential sectors like health and education. BAN National Coordinator Abubakarr Kamara noted that interest payments represent nearly 40 percent of domestic revenue.

In response to these pressures, various ministries are outlining budget priorities for the 2027 fiscal year. The Ministry of Finance has provisionally approved NLe110,558,700 for the Ministry of Agriculture and Food Security to support the ‘Feed Salone’ program, which aims for rice self-sufficiency.

Simultaneously, the Ministry of Water Resources and Sanitation and the Sierra Leone Water Company (SALWACO) have presented their 2027 requirements. These discussions focus on improving sanitation, hygiene, and water conservation. SALWACO has proposed a recurrent ceiling of NLe 4.5131 billion and is seeking US$13.707 million for asset modernization and system upgrades to support its 2026-2030 Strategic Development Plan.
