Sierra Leone prison overcrowding and judicial reform

Overview

The Sierra Leonean prison system is facing severe overcrowding, with facilities designed for 2,000 people currently holding more than 5,000 inmates. Former Attorney-General and Minister of Justice Joseph Fitzgerald Kamara, speaking from his experience as an inmate at the Male Correctional Centre at Pademba Road, noted that many incarcerated individuals are remand detainees awaiting trial due to judicial delays.

In response to these systemic issues, Chief Justice Komba Kamanda has begun exercising supervisory powers to review individual convictions. This includes ordering the release of inmates at the Kailahun Correctional Centre to ensure sentences for minor offenses are proportionate. One example involved the release of an individual serving time for the theft of cocoa valued at less than US$5. The judiciary stated these reviews aim to promote access to justice and monitor magistrate rulings rather than implementing blanket releases.
