Slovak healthcare accessibility and oversight debate

Slovak Public Defender of Rights, Róbert Dobrovodský, has proposed legislative changes to address difficulties patients face in securing medical specialist appointments. The proposal seeks to mandate that health insurance companies identify and arrange specific providers for patients upon request, rather than merely providing lists of specialists for patients to contact themselves.

This initiative has gained support from the Slovak Medical Trade Union (LOZ) and the opposition party KDH. LOZ Chairman Peter Visolajsky argued that patients should not bear the financial burden of insufficient appointments, stating that insurance companies must take responsibility for ensuring timely examinations. KDH Vice-Chairman Peter Stachura added that the ombudsman is highlighting systemic failures where healthcare access often depends on a patient’s ability to pay.

Recent developments have expanded the scope of the debate. Dobrovodský has warned against a Ministry of Health amendment that would limit state oversight regarding the refusal of specialized medical care. The proposed amendment would restrict the ability to verify why specialists refuse patients, focusing oversight primarily on general practitioners, dentists, and gynecologists. Dobrovodský has requested a revision to prevent specialized clinics from being excluded from state control, suggesting that health insurance companies, rather than local governments, should monitor the refusal of care.

Additionally, the opposition party SaS, through MP Tomáš Szalay, has proposed legally obligating health insurance companies to find doctors for patients. This aligns with recommendations from the Ombudsman and the Bratislava Self-Governing Region to shift the burden of securing appointments away from patients and local authorities.
