Slovak municipal and territorial reform debates

Discussions regarding the reform and modernization of Slovak municipal governance have expanded to include significant debates over territorial and administrative restructuring.

The Slovak Ministry of Interior is developing new legislation to create a framework for inter-municipal cooperation through Shared Service Centers (CZS). This initiative aims to assist small municipalities by allowing them to share specialized services such as accounting and urban planning. Concurrently, the Association of Towns and Villages of Slovakia (ZMOS) has called for a modernization of the municipal competency system to address the complex web of approximately 4,500 competencies currently managed by local authorities.

Recent discussions have shifted toward the management of non-functional municipalities and the future of higher territorial units. ZMOS chairman Jozef Božik has expressed support for proposed changes to the Law on Municipal Establishment regarding non-functional municipalities, though he seeks clarification on the financial implications for successor municipalities and the extent of a mayor’s power to suspend council resolutions.

At the regional level, proposals for restructuring self-governing regions have emerged. The Slovak National Party (SNS) has suggested reducing the number of regions from eight to four to achieve estimated savings of over 500 million euros. Alternatively, Minister of Tourism and Sports Rudolf Huliak has proposed the complete abolition of self-governing regions, suggesting their competencies be transferred to cities, municipalities, and the state. Bratislava Region Governor Juraj Droba has cautioned that the success of such reforms depends on management quality, warning that poorly managed mergers could increase costs.
