The Slovenian government has initiated a period of fiscal and structural planning focused on economic stability and development. Finance Minister Andrej Šircelj introduced budget proposals for 2027 and 2028, projecting a state budget deficit of 2.3 billion euros (2.9 percent of GDP) in 2027, with expectations that the deficit will decrease to 1.7 billion euros (2 percent of GDP) by 2028. The government has stated there will be no new taxes, intending to drive revenue growth through employment, consumption, and business activity. Proposed relief measures include adjusting tax scales to inflation and providing a 3,000 euro relief measure for young people. Prime Minister Robert Golob has further outlined priorities to improve investment and high-value-added industry competitiveness, noting that the current tax burden on productive work remains a challenge. Alongside budget revisions, the administration is reorganizing the state structure, reducing the number of ministries from 20 to 15. Additionally, a referendum is scheduled for December 6 regarding the Act Determining Intervention Measures for the Development of Slovenia, which aims to support both employees and pensioners. To combat economic stagnation and the emigration of young people, a new development law proposal advocates for significant tax reductions. This includes a permanent reduction of VAT on basic foodstuffs and temporary VAT cuts on electricity, gas, and heating. Further measures involve lowering contributions for the self-employed, exempting certain long-term care contributions, and implementing a development cap to stimulate consumption and investment.
