Slovenian political and institutional instability

Political instability in Slovenia has escalated from debates over the legitimacy of state institutions to formal legislative attempts to remove high-ranking officials.

Initially, tensions centered on the presidency, with supporters defending the office as a ‘symbol of national unity’ while critics accused political factions of attempting to discredit the institution through unsubstantiated allegations and calls to restrict access to intelligence information.

This friction transitioned into parliamentary conflict as the National Assembly prepared for a secret ballot to dismiss National Assembly President Zoran Stevanović and Vice President Nataša Avšič Bogovič. Stevanović faces allegations of violating the constitutional order and abusing parliamentary procedures, while Avšič Bogovič is accused of failing to lead extraordinary sessions according to constitutional principles. Both officials have denied the allegations, characterizing the moves as political maneuvers.

Recent developments show the parliamentary majority blocking inquiries into the ‘Black Cube affair’ and suspected illegal political party financing. The coalition maintains these matters should await the outcome of an October 11 referendum concerning amendments to the parliamentary inquiry law. Furthermore, an interpellation has been filed against Foreign Minister Tone Kajzer, adding to the ongoing legislative challenges facing the government.
