Slovenian scholarship law amendment debates

The debate regarding Slovenian scholarship laws has focused on addressing perceived inequalities and administrative hurdles. Initially, advocate Miha Lobnik called for amendments to the Scholarship Act to prevent discrimination against vocational education graduates. He argued that Article 9, which prohibits funding for educational levels equal to or lower than those already achieved, prevents these students from accessing state scholarships for maturita courses, disproportionately affecting socially vulnerable families.

Subsequently, the National Assembly’s Committee on the Economy, Labour and Sport approved an amendment targeting the Zois scholarship. This change aims to remove the requirement that qualifying achievements must come from competitions supported by public funds, a rule State Secretary Štefan Kušar noted has caused numerous disputes and open proceedings. However, the proposal has met opposition from various parliamentary commissions and the legislative service, which expressed concerns regarding the lack of objective replacement criteria and the potential for the Minister of Education to exercise excessive or arbitrary discretion.
