Snowy Hydro 2.0 management and cost scrutiny
Overview
The Snowy Hydro 2.0 pumped hydro project is facing intense scrutiny regarding its management and escalating costs. In September 2026, the Australian Parliament’s Joint Committee of Public Accounts and Audit announced an inquiry into the project’s management. This audit follows a 2023 project ‘reset’ that saw costs rise to $12 billion and completion delayed to 2028. Committee Chair Josh Burns stated that while the project is vital for Australia’s energy future, it has faced significant delays, rising costs, and performance issues.
By October 2026, Snowy Hydro announced that a cost review for the project was ‘imminent’ following a year-long assessment. A comprehensive reassessment has since confirmed that the updated target cost to complete the project is $22.2 billion, with a total potential cost reaching $25 billion when including a $3 billion buffer. This represents a massive increase from the original $2 billion estimate provided in 2017.
Snowy Hydro CEO Dennis Barnes attributed the budget blowout to the project’s ‘inherent complexity, design immaturity, and productivity underperformance.’ Additionally, the principal contractor, Future Generation Joint Venture (FGJV), cited adverse geological and hydrogeological conditions, such as unexpected groundwater inflows and variations in rock strength, as factors that slowed tunneling progress. Consequently, the project completion date has been rescheduled to late 2029. Despite these challenges, proponents maintain the asset is essential for grid reliability and the renewable energy transition, noting its expected 150-year lifespan.
