Sevilla is addressing a broader Spanish housing deficit, characterized by a structural shortage of at least 750,000 homes, through the management and expansion of its public rental stock. While the city manages 3,792 affordable units, recent developments include the completion of the Residencial Puerta Osario project in Palmas Altas. This social housing development provides 70 rental units with monthly rents ranging from 565 to 665 euros. The project, representing an investment of approximately 13.6 million euros, was funded by the City Council, Next Generation funds, and rental park promotion lines. Recent market trends indicate that while non-protected housing activity in Sevilla is approaching levels seen in 2008, the construction of subsidized housing (VPO) remains significantly lower, sitting at 65% below pre-bubble era levels. Data from the Ministry of Transport and Sustainable Mobility shows that subsidized housing starts in the province have dropped from 4,183 to 1,485. Despite this decline, Sevilla’s share of Andalusia’s total subsidized housing construction has increased, now accounting for approximately 54% of the region's starts and 62% of its completed units. To mitigate housing costs, the State Housing Plan 2026-2030 provides financing for energy efficiency, rehabilitation, and youth access, alongside other social support programs like the Minimum Vital Income (IMV).
