Social support initiatives and inclusive policies for special needs in Samsun
In October 2026, a strategy workshop was held in Samsun under the auspices of the Samsun Governorship to address the needs of individuals with Down syndrome. The event, a collaboration between the Samsun Provincial Directorate of Family and Social Services and the Samsun Metropolitan Municipality, established eight working groups to evaluate health, education, employment, and social participation. The workshop aimed to develop inclusive solutions and improve institutional coordination for lifelong support. By November 2026, the Samsun Metropolitan Municipality expanded its social services through new initiatives for individuals with special needs and rural families. These programs included free handicrafts courses for children with autism to aid social integration, as well as nutritional counseling services at the Engelsiz Yaşam Merkezi. Additionally, the ‘Biz Geldik’ project provided cultural activities, mobile libraries, health screenings, and psychological support to children and parents in rural areas. Furthering these efforts, the İlkadım City Council Disability Life Working Group met to develop inclusive urban policies, noting that the regional disabled population stands at 13.80 percent. To ensure direct participation in governance, a workshop scheduled for December 21 will feature 18 thematic working groups, such as urban transformation and transportation, with a requirement that each group includes at least one disabled individual, a relative, or a specialized expert. Other planned initiatives include awareness training for public transportation drivers and the evaluation of the AquaATM model as a potential employment pathway for disabled entrepreneurs.
