Societal crisis resilience in the Baltic region
Overview
Recent surveys highlight varying levels of crisis preparedness and societal resilience across the Baltic region and Northern Europe. In Lithuania, while 86 percent of citizens have heard recommendations to prepare for 72-hour outages of electricity or water, only 5 percent possess a concrete, written action plan. Although 72 percent of Lithuanians believe their households could remain self-sufficient for three days, specific readiness for drinking water, alternative food preparation, and emergency radio communication remains relatively low.
Broader regional data covering the Baltic states, Finland, Norway, Sweden, and Poland indicates significant gaps in civil protection participation, with most residents having never joined crisis management exercises. While residents in Lithuania, Latvia, and Estonia report the highest levels of concern regarding potential crises disrupting daily life within the next two years, Latvia reported the lowest confidence in surviving three days without essential services.
Melis Kitsing, co-founder of the Nordic Resilience Organization, identified individual preparedness as a primary weakness in the region, though noted that an increasing number of companies are developing formal crisis action plans.
