Somali maritime piracy and ransom disputes

A dispute has emerged between Somalia’s federal government and Puntland authorities regarding the handling of maritime piracy. Following the release of the Cameroon-flagged MV LUTUF, which was hijacked off the Puntland coast in August, the federal government accused Puntland President Said Abdullahi Deni of encouraging piracy through rhetoric that appears to defend ransom payments. While the federal government maintains the vessel was freed via a Somali-Turkish military operation, Puntland authorities alleged that the federal government and Türkiye paid a ransom.

In response to regional security concerns, President Deni ordered a crackdown in the Bari region, implementing measures to combat piracy, human trafficking, and illegal weapons.

As piracy activity increases in the Gulf of Aden, the Somali federal government is calling for an end to ransom payments, arguing they finance criminal activity. Defense Minister Ahmed Moallim Fiqi stated the government will not negotiate with abductors. The Somali foreign ministry intends to raise the issue with the UN Security Council to demand the “immediate and unconditional release” of crew members, noting that over 90 seafarers have been held following a series of hijackings beginning in April.
