Somalia oil sector investment development

Somalia is preparing to launch an open and competitive bidding process for companies interested in investing in its oil sector. Abdulqadir Aden, Chairman of the Somali Petroleum Authority (SPA), stated that the country is entering a critical stage of oil exploration, with current activities potentially yielding significant results in the coming months.

To manage this process, officials from the Ministry of Finance, the Ministry of Petroleum, and the SPA recently participated in a training course focused on establishing transparent competitive procedures and mechanisms. This capacity-building initiative received support from the Canadian government. Somalia aims to continue receiving technical assistance in areas such as investment strategy development and the negotiation of petroleum contracts.

Aden noted that a confirmed oil discovery could fundamentally alter future negotiations with international petroleum companies and increase global interest in the region. He also highlighted that improvements in political stability, legal frameworks, and maritime security—including declining shipping insurance costs—have made the Somali investment environment more attractive to international investors.
