The revised policy focuses on implementing cost-reflective electricity tariffs while maintaining consumer protections and social objectives. It also seeks to promote transparent and non-discriminatory tariff structures. Simultaneously, the National Energy Regulator of South Africa (NERSA) is consulting on proposed rules for mediation and arbitration to resolve industry disputes, with a virtual public hearing scheduled for 16 October 2026.

In terms of operational performance, Eskom successfully navigated the 2026 winter season without implementing load shedding, meeting seasonal projections despite reduced solar generation due to overcast skies. The utility reported an Energy Availability Factor (EAF) of 67.79%, its highest level since 2020, while unplanned outages decreased from 34.48% to 19.47%. These improvements have restored approximately 6,888MW of generation capacity to the grid compared to three years ago.

Despite these stability gains, Eskom is seeking approval from NERSA for the Eskom Retail Tariff Structural Adjustment (ERTSA). If approved, consumers could face an average tariff increase of 8.8% starting in April 2027. NERSA has invited stakeholders to provide feedback on the proposed pricing structure by 2 October 2026.
