South Africa NSFAS administrative and financial issues

The National Student Financial Aid Scheme (NSFAS) in South Africa is facing significant operational and administrative challenges. Administrator Professor Hlengani Mathebula identified outdated and fragmented information and communications technology (ICT) systems as the organization’s primary operational risk, noting that these issues hinder funding administration and student services. During this period, the agency also reported a theft case involving a former board member accused of misappropriating laptops intended for schools in the Eastern Cape.

Further scrutiny has emerged regarding systemic maladministration and financial irregularities. Public Protector Kholeka Gcaleka launched an investigation into student housing and NSFAS following reports that approximately R5.1 billion in funding was improperly distributed to over 40,000 students between 2018 and 2021. Investigations by the Special Investigating Unit indicated that many recipients exceeded the required income threshold due to missing financial documentation. While R2 billion has been recovered, administrative failures continue to cause delays in tuition and allowance payments, and the Public Protector is now addressing potential fraud and exploitation within the student housing sector.
