South Africa water crisis and infrastructure challenges

South Africa is experiencing a severe water crisis characterized by widespread supply interruptions and resource scarcity. Although household piped water connections have increased significantly over the last two decades, reliability has declined. Data shows that approximately 27.9% of households faced interruptions lasting 48 hours or more, while 20.4% experienced cumulative interruptions exceeding 15 days during 2025.

The crisis is driven by aging infrastructure, uneven rainfall, urbanization, and pollution. With roughly 98% of available water already allocated, legal tensions have emerged regarding the balance between economic security and the constitutional ‘Reserve’ intended for ecological protection and basic human needs. Local impacts include protests in Johannesburg and residents in the Eastern Cape being forced to pay for water harvesting.

While the Department of Water and Sanitation has undertaken interventions such as refurbishing sewage pump stations and replacing pipelines in the Emfuleni Local Municipality, officials warn of long-term sustainability issues. The Portfolio Committee on Water and Sanitation has noted that municipalities often lack the necessary skills and human resource capacity to maintain infrastructure once national interventions conclude, describing municipalities as a “weakness in the water value chain.”
