South Korea is managing various challenges and growth strategies related to the adoption of electric vehicles (EV). The Anti-Corruption and Civil Rights Commission issued a ‘complaint advisory’ following a nearly twofold increase in monthly average complaints regarding charging infrastructure, which rose from 3,683 in 2023 to 6,578 in 2024. Reported issues include malfunctioning chargers, insufficient infrastructure, and violations of dedicated charging zones. To drive adoption and meet carbon reduction goals, the national government has allocated over 2.14 trillion won for EV subsidies next year, representing a 32.8% increase from the previous year. Local governments, such as Gimhae City, are also providing specific incentives for various vehicle models and buyer demographics. However, the expansion of these subsidies has prompted debate over the potential outflow of tax revenue to foreign manufacturers, leading to calls for domestic production tax credits to protect the local automotive industry from competition, particularly from Chinese electric vehicles. In a new effort to manage the power grid, the Ministry of Climate, Energy and Environment announced a discount on public EV charging fees during daytime hours on weekends and public holidays from September 5 to October 31. This initiative aims to encourage electricity usage during periods of high renewable energy supply, such as solar power. For self-consumption stations, electricity rates will be discounted by 50%. Public rapid chargers operated by the Ministry could see total fee reductions of up to 32% through combined electricity discounts and internal subsidies. The government intends to use the results of this program to design a seasonal and time-of-use charging rate system for next year.
