Overview

South Korea is managing the ongoing impact of jeonse (rental deposit) fraud through victim recognition and debt restructuring programs. As of August 2026, the cumulative number of officially recognized victims has reached 40,936 since the enactment of the Jeonse Fraud Victim Support Act in June 2023.

To assist those affected, the Korea Land and Housing Corporation (LH) has been purchasing damaged housing units, with monthly averages increasing this year. The government is also utilizing fast-track systems and consulting services to help tenants analyze property rights.

Financial data indicates that nearly 3,900 victims utilized special debt restructuring programs provided by the Korea Housing Finance Corporation (HF) between June 2023 and July 2024. This group is predominantly composed of young people, with 89.2% of participants in their 20s and 30s. The total debt involved in these restructuring cases is approximately 394.2 billion won, with the highest concentration of cases located in the Seoul metropolitan area.
