South Korean e-cigarette consumption and regulation
Overview
South Korea is experiencing a shift in tobacco consumption patterns, characterized by a decline in traditional cigarette smoking and a significant rise in e-cigarette use. Data from the 2025 Korea National Health and Nutrition Examination Survey indicates that while adult traditional smoking rates fell from 23.9% in 2016 to 17.0% in 2025, liquid e-cigarette usage more than doubled to 4.8% in that same period.
This trend is particularly notable among younger demographics, including men and women in their 20s, and women in their 30s. In response to these changing habits and the classification of electronic cigarettes as tobacco products, the Ministry of Gender Equality and Family has proposed new regulations to protect minors.
The proposed administrative notice seeks to prohibit minors from entering or being employed at unmanned electronic cigarette shops. These establishments would be designated as restricted areas, requiring owners to implement age verification measures and display clear notices. Failure to comply with these regulations could result in significant fines or prison sentences.
