Sectoral performance remains uneven. While the transition, industrial, building, and sink sectors met their targets, the transport, agriculture/livestock, and waste sectors fell short. Notably, industrial reductions were largely attributed to economic slowdowns and decreased production in high-emission sectors like steel, rather than structural shifts. Furthermore, the distribution of zero-emission vehicles, including electric and hydrogen cars, has lagged behind planned targets.
