South Korea is implementing various financial policies to encourage long-term savings and asset formation across different demographics. In late August 2026, the Ministry of Economy and Finance announced that starting September 9, individual investors could subscribe to 10-year and 20-year individual savings bonds through retirement pension accounts, such as Defined Contribution (DC) plans and Individual Retirement Pensions (IRP). These bonds offer tax benefits and additional interest if held to maturity. Following this, the Financial Services Commission and the Korea Inclusive Finance Agency announced a second recruitment period for the ‘Youth Future Savings’ program, scheduled for October 7 to October 16. This initiative supports young adults aged 19 to 34 through government contributions and tax-free interest. Participants can deposit between 1,000 won and 500,000 won monthly. The Financial Services Commission noted that the effective annual interest rate, including government contributions and tax benefits, is comparable to a simple interest savings account ranging from 13.2% to 19.4%. To manage application volume during the October 7–16 period, initial registration days are determined by the last digit of the applicant's birth year. Eligibility requires applicants to meet specific income criteria, such as a total annual salary below 75 million won or annual sales below 300 million won for small business owners. In early October 2026, BNK Kyongnam Bank and Korea Post detailed specific offerings. BNK Kyongnam Bank provides a 3-year flexible product with a base interest rate of 5%, potentially reaching 7% with preferential rates and government contributions of 6% or 12%. Korea Post offers a similar 3-year product with a base rate of 5%, which can reach up to 8% under certain conditions, including a 1% preferential rate for those opening accounts during a designated period in November. As the Youth Future Savings application period continues through October 16, new details regarding eligibility and transitions have emerged.
