South Korean productive finance expansion

Overview

South Korea’s Financial Services Commission (FSC) has increased its five-year target for productive finance supply to 1,560 trillion won, up from a previous goal of 1,250 trillion won. This plan combines 628 trillion won from private finance and 932 trillion won from policy finance to support high-tech, innovative, and regional enterprises.

To facilitate this, the FSC intends to expand immunity measures to protect financial institution employees from liability for losses incurred during productive finance activities, provided there is no intentional misconduct or gross negligence. Major financial institutions, including Shinhan Financial Group and Woori Financial Group, are already integrating these goals into their operations.

In response to these government targets, Samjong KPMG released a report titled ‘Changing the Flow of Capital: Current Status and Challenges of Productive Finance.’ The report emphasizes the necessity of transitioning from a government-led model to a self-sustaining, private-sector-driven ecosystem. While the government aims to use a 200 trillion won National Growth Fund to invest in strategic industries like AI and semiconductors, Samjong KPMG warned of potential risks such as the ‘crowd-out effect,’ excessive fund concentration, and distorted corporate valuations.
