South Korean residents have begun protesting the construction of high-voltage (345kV) transmission lines planned by the Korea Electric Power Corporation (KEPCO). These projects are intended to supply power to the Yongin semiconductor cluster, but local communities, such as those in the Jecheon region, argue they face environmental and property risks without receiving electricity benefits. Residents are demanding special compensation and have advocated for the undergrounding of transmission routes. To fund the necessary power grid infrastructure for new semiconductor clusters in Yongin and Honam, KEPCO has proposed a 25 trillion won electricity prepayment plan involving Samsung Electronics and SK hynix. Under this proposal, Samsung would pay 20 trillion won and SK hynix 5 trillion won to cover the period from 2027 to 2031. This arrangement aims aimed to address KEPCO’s massive debt, which has reached 210.7 trillion won, while guaranteeing a reliable power supply for the semiconductor companies’ new manufacturing facilities. However, Samsung Electronics and SK hynix have rejected the prepayment proposal. Despite KEPCO offering interest rates higher than the 2-year Korean Treasury bond yield, the semiconductor companies declined due to concerns regarding long-term business uncertainty. Both firms cited difficulties in predicting whether the current semiconductor market boom will persist over the next five years, making the massive upfront capital expenditure a significant financial burden. This rejection complicates KEPCO’s efforts to finance critical infrastructure without increasing its debt load through new bond issuances, especially as the utility faces daily interest expenses of approximately 11.5 billion won.
