South Korean stock market delisting regulation tightening
Overview
South Korean listed companies are facing increased delisting risks due to tightened market capitalization and price-based regulations. Analysis indicated that as of July, 7.4% of all listed firms—including 192 companies—failed to meet the minimum market capitalization thresholds of 30 billion won for KOSPI and 20 billion won for KOSDAQ. Additionally, approximately 7.8% of firms were classified as ‘penny stocks’ with average closing prices below 1,000 won.
Following the implementation of these strengthened regulations, the Korea Exchange designated 36 companies as administrative issues. This group includes 30 newly designated firms, the majority of which (24 companies) were flagged as ‘penny stocks’ for maintaining share prices below 1,000 KRW for 30 consecutive trading days. Nine companies were flagged for failing to meet updated market capitalization requirements.
Under the new rules, these designated companies must exceed the required price or capitalization thresholds for at least 45 consecutive days within a 90-day period to avoid delisting. Industry representatives have raised concerns that the 1,000 KRW price floor may be an excessive indicator of insolvency, noting that stock prices can fluctuate due to market conditions independent of a company’s actual growth potential.
