South Korean student welfare and safety crisis

Overview

South Korea continues to face critical challenges regarding student welfare, characterized by rising rates of both school violence and suicide.

Data from the Ministry of Education indicates that school violence victimization has reached an all-time high, marking six consecutive years of increases since 2013. Elementary school students are particularly affected, with a 5.7% victimization rate. While verbal violence is the most common form, there have been significant increases in physical violence and group bullying. Authorities have noted concerning new trends, such as the ‘Yacha rule’ involving bare-knuckle fighting and students being forced to fight for online video distribution.

While the overall national suicide rate decreased by 4.7% to 27.8 per 100,000 people, the situation for younger populations has worsened. The suicide rate among teenagers rose by 7.5%, reaching a record high of 8.6 per 100,000. Suicide remains the leading cause of death for individuals aged 10 to 40, accounting for over half of all deaths in the 10 and 20 age groups.

In response to these crises, the government is implementing prevention education, strengthening institutional responses to online violence, and launching a nationwide strategy to reduce the teenage suicide rate by approximately half by 2035.
