In late July ~~2026,~~ 2026 a legal essay warned that corruption remained entrenched in Spain ~~highlighted the persistent nature of corruption~~ and ~~urged robust due‑process safeguards, an independent judiciary, and clear legal standards to prevent abuse. A~~ called for stronger safeguards. Within a week ~~later,~~ the ~~Spanish~~ government ~~moved from commentary to action:~~ acted, and on 28 July 2026 the Council of Ministers ~~approved~~ forwarded a ~~comprehensive public integrity law and sent it~~ draft Organic Law on Public Integrity to the Congress of Deputies. The ~~draft~~ legislation, a cornerstone of the 2025 State Plan against Corruption, bundles 84 measures and amends 18 existing statutes and several Penal Code articles. It creates an independent Agency of Public ~~Integrity, expands penalties, lengthens statutes~~ Integrity that will incorporate the Office of ~~limitations,~~ Conflict of Interests, the Independent Authority for Whistleblower Protection and the National Coordination Anti‑Fraud Service. Key provisions extend the statute of limitations for corruption offences from five to seven years, raise disqualification periods for serious cases to up to 20 years, increase penalties for legal persons, and strengthen asset‑seizure and recovery mechanisms. The law advances the anti‑corruption agenda announced by Prime Minister Pedro Sánchez in July 2025.
