In late July 2026, Spain saw multiple initiatives to expand its biomethane sector. On July 26, a second biogas plant was proposed on municipal land in Campondón, Mantinos, near the existing Guardo facility. Designed by Proyecto Pitma Generación 02, the project submitted an Environmental Impact Assessment to treat 123,000 tonnes of organic waste annually—including pig and cattle manure alongside wheat straw—to generate roughly 50,345 MWh of biomethane for the regional gas pipeline. Two days later, the Climate Change Board of Daimiel publicly criticized the municipal government for delays and alleged procedural shortcomings in a large-scale biomethane plant proposal, warning of possible legal liability over air-quality, odor, and water-safety concerns. Simultaneously, the Junta de Gobierno granted an urban-planning classification and construction licence for a compact, odor-free biomethane facility in Colmenar Viejo, slated to treat digestate for agricultural use. By mid-August, tensions escalated as the regional government of Castilla y León opened a public information period for a new proposal by Apiolae S. L. to build a biomethane and fertilizer production plant in Val de San Lorenzo, León. This project is undergoing a formal environmental impact assessment due to its chemical and electrical infrastructure. Meanwhile, in Daimiel, citizens organized protests under the ‘STOP Biometano Daimiel’ platform against a new organic waste management decree in Castilla-La Mancha. Protesters expressed concerns that the regulation could facilitate industrial expansion that threatens local ecosystems, including the Las Tablas de Daimiel and the water resources of the Alto Guadiana. On August 26, the ‘Stop Biometano CLM’ platform, comprising 46 collectives and the Verdes-Equo CLM party, submitted over 5,400 allegations against the regional decree. The group is seeking to nullify the regulation, which they describe as an ‘unsustainable speculative agro-energy development model.’
