Spain greenhouse gas emission trends and regulations

Overview

In the first quarter of 2026, Spain recorded the highest year-on-year increase in greenhouse gas emissions among European Union member states, adding approximately 2.00 million tonnes of CO2 equivalent. This occurred despite an overall 1.2% decrease in emissions across the EU.

In response to industrial needs, the Spanish Council of Ministers approved a new allocation of free greenhouse gas emission rights for the 2026–2030 period. This measure provides 664 industrial facilities with an average of 38.1 million free rights annually to protect the competitiveness of energy-intensive sectors and prevent carbon leakage. However, the volume of these free rights is scheduled to decrease by 1.6% compared to 2025 levels.
