Spain proposal to lower driver blood alcohol limits

Overview

The Spanish government is pursuing legislative changes to lower the legal blood alcohol concentration (BAC) limit for all drivers. The proposal seeks to reduce the current general limit from 0.5 per mille to 0.2 per mille, a threshold that would apply to all motorists, including tourists and those with varying levels of driving experience.

Interior Minister Fernando Grande-Marlaska announced the initiative following a report from the DGT regarding summer 2026. The proposed standard of 0.2 grams of alcohol per liter of blood is equivalent to 0.1 mg/l in exhaled air. Authorities noted that the change aims to address varying individual tolerances and emphasized that “the only safe level for driving is 0.0”.

The push for stricter limits follows an increase in road fatalities, with 240 deaths recorded on roads outside urban areas during July and August. This legislative effort follows a previous attempt in the Spanish parliament that failed by a single vote in March.
