The implementation of Spain’s Verifactu electronic invoicing system has faced successive delays. Initially, the government postponed the rollout by one year to assist small and medium-sized enterprises (SMEs) and freelancers, setting mandatory dates for January 1, 2027, for corporate taxpayers and July 1, 2027, for others. During this period, experts warned that taxpayers were not adequately using the extra time to prepare for the system’s requirement for unalterable invoice records. Following these concerns, the Spanish Ministry of Finance announced a further postponement, pushing the implementation until October 2028. This decision marks the third delay for the system, which was originally intended to take effect as early as 2025. The new timeline is intended aims to align the Verifactu rollout with mandatory B2B electronic invoicing requirements for SMEs and self-employed professionals with annual turnovers below eight million euros. The delay also aims to facilitate ensure technical and regulatory convergence with the European Union’s ‘VAT in the Digital Age’ (ViDA) directive. While the schedule has shifted, convergence, preventing SMEs and the core technical requirements regarding self-employed from undergoing two separate and rapid technological adaptations. Under this updated schedule, both companies subject to Corporation Tax and self-employed professionals must be prepared by October 2028. Verifactu requires invoicing software to guarantee the integrity, traceability, and inalterability of billing records remain through mechanisms such as digital fingerprints and QR codes. While business associations and self-employed unions like ATA have welcomed the same. additional time to adapt, some sectors have expressed concerns regarding technical uncertainty and the complexity of the transition.
