Spain's EU Recovery Plan amendment

Overview

In late July 2026, Spain's Council of Ministers approved a closure amendment to the Recovery, Transformation and Resilience Plan. The amendment refined the wording of 121 milestones and 101 measures, added verification elements, and reduced administrative burdens to speed up the final evaluation by the European Commission before the 31 August deadline. It also finalised the plan’s loan package, introduced the “Fondo España Crece” fund for post‑2026 investment, and aimed to improve legal certainty and debt sustainability.

By early August, Spain announced it would forgo an additional €1.257 billion in credits from the same EU Recovery Fund, bringing the total unused credits to over three‑quarters of the original allocation. The renunciation reflected weak demand for funding in digitalisation, electric‑vehicle development, and social‑housing projects. Simultaneously, the European Commission gave a preliminary positive assessment of the final closure amendment, confirming the revised milestones and measures and confirming that projects must be completed by 31 August 2026, with final payments possible through the end of the year.

Together, the two updates show Spain moving from formal approval of the amendment to actively adjusting its funding commitments in response to market demand, while the EU Commission proceeds with the plan’s closure.
