Margarita Robles has become the longest-serving Minister of Defense in Spanish democracy, surpassing the previous record held by Narcís Serra. Her tenure has been marked by political tension regarding the Ceuta crisis. While other government members suggested there were no formal prior warnings regarding mass migration events in Ceuta, Robles defended the National Intelligence Centre (CNI), noting that declassified documents showed the agency had sent alerts via WhatsApp to the Civil Guard and the Ceuta Government Delegation. Robles later has used a National Day videoconference addresses to praise the military's role in Ceuta, describing their work as a ‘difficult job’ performed with military’s professionalism and legality. During her address, she reaffirmed legality, reaffirming Spanish sovereignty over Ceuta and Melilla, by stating, ‘No one can have any doubt that both Ceuta and Melilla are Spain, very Spanish, and the best representation of this great country that is Spain.’ She has specifically defended the troops against what she described as ‘unjust criticism.’ Despite these defenses, the military response to migration surges has faced scrutiny. Reports indicate the government opted for a political and diplomatic approach rather than activating a planned military contingency during a mass arrival in Ceuta on July 30. In Melilla, officials noted the Guardia Civil’s successful resistance during a late July crisis involving over 6,000 individuals, highlighting collaboration between security forces and the Moroccan Royal Gendarmerie. Furthermore, military associations have filed complaints with the Ombudsman regarding working conditions in Ceuta. These complaints cite insufficient protection, unclear instructions for intervention, and uncertainty regarding financial incentives for personnel deployed during the crisis.
