Spanish municipalities are implementing various changes to local tax ordinances and property tax (IBI) rates. rates, with major cities adopting divergent fiscal policies for 2027. In Cabanillas del Campo, officials Madrid, the City Council has announced a reduction of the general IBI rate to the legal minimum of 0.4%. This measure is expected to benefit approximately 2.27 million property receipts, including residential, commercial, and industrial properties, aiming to lower the tax burden for families, small businesses, and the middle class. Conversely, Barcelona has approved freezing modifications to its tax ordinances to increase the IBI for tourist accommodations. The new structure implements progressive surcharges based on the number of tourist licenses held by a single owner: a 50% surcharge for one license, 100% for two or three, and up to 150% for those owning four or more. The city intends to use these tools to combat the proliferation of tourist apartments and protect local housing availability. Other municipalities continue their specific adjustments. Cabanillas del Campo has voted to freeze its IBI rate at 0.43% for 2027, maintaining one of the lowest rates in its surrounding region, with plans to reduce it to reach the legal 0.4% minimum of 0.40% in 2028. El Escorial has proposed lowering its IBI from 0.53% to 0.50%, a reduction intended 0.50% to benefit over 12,000 properties. Meanwhile, Talavera de la Reina has introduced new fiscal ordinances, including a 10% IBI discount for five years for homes equipped with electric vehicle charging points, alongside tax breaks for artisanal workshops and parking bonuses for businesses. In contrast to these reductions, Barcelona's City Council has validated a modification to increase the IBI by up to 150% for owners holding four or more tourist accommodation licenses starting in 2027, a move aimed at managing housing pressure.
