Spanish prison system challenges

In late July 2026, Spain’s prison sector faced growing scrutiny over deteriorating conditions. On July 20, the CCOO prison union highlighted acute staff shortages and infrastructure decay in the three provincial penitentiaries of Alicante, noting aging personnel, insufficient nursing, social work, and auxiliary staff, and inadequate ventilation and climate control. Deputy Alberto Ibáñez pledged to forward the concerns to relevant authorities.

A week later, on July 28, the European Committee for the Prevention of Torture of the Council of Europe issued a report on three Andalusian prisons, documenting allegations of physical mistreatment by staff and structural shortcomings such as poor lighting and ventilation. The Committee called for a zero‑tolerance policy, de‑escalation training, better medical oversight, independent investigations, and judicial monitoring, urging the Spanish Interior Ministry to address systemic flaws.
